Just for fun and interest.
And there is a prize: the person who encoded that will only give out the bild details of their encoding/decoding machine when somebody solves it.
Four rotor engima type cipher is beyond my programming skills, so i,m bringing it to the attention of others.

it's nearly impossible to decode when you don't know at least a few words from the original text

Well, there is another way to decipher.
We just need to know the language it was writen and find the most usual prepositions: The, in, on ...
So we will have a notion of some vowels and consonants... With this data, we can match some word parts and make inferences to get the meaning.
The only problem is that it doesn't seem to be writen in English

Well, looking it over, it has number keys 0-9 and alphabet keys, although it seems to have five extra keys as well. One is probably a space, one a period, and one a comma. One key is still left unexplained on the bottom row, and one on the second row up. If we had a picture of the keyboard for it, then a language could be determined, although at this point, it could be most any language using the basic modern Latin alphabet and the Arabic number system.

It's not English at all.

That's because they appear to be numbers, but they are not.
There are letters and numbers that originated from other cultures such as the capital "A" comes from the Greek delta that evolved from the Dalet.
