I just had an idea that would solve this problem (if it already exists please tell me where).
Nobody wants to get "junk mail" (like the coupons you get in the paper and immediately throw out), but legitimate mail is needed to run a Website.
How can you tell the difference online?

This all has to do with consent.
Whenever you get a popup, before it loads this message appears:

"You are about to be shown an ad for ****.
It has been scanned for viruses, malware, etc. and there is none.
The majority of the Internet depends on ad revenue from these popups.
Do you want to see this ad?"

There will be YES and NO buttons on the bottom.
If no is chosen, the popup disappears.

Of course it would have to be freeware or open source as apposed to a demo or shareware.

Another feature it would have is a white list as well as a black list.

"You are about to see a picture from an entrusted source.
This picture has been scanned for viruses, Trojans, etc. and there is none.
You have indicated pictures from this location is ok to look at.
Press Return to continue."

oh, great. another feature for vista and windows 7.

am i the only one thinking it sounds like something they would do?

but seriously, a popup asking if we want to view a popup?
firefox has a little bar that appears in my open window saying it blocked a popup that originates from x website, and I can either view it, always allow for that website, or always block it. or view popup control options.

Ad stealing Empty Plugin

I know about that.
It's a third party plugin for Firefox, but I don't trust plugins like that.

By the way, Mozilla will share any and all information they have on you (excluding personal identifying information) to makers of third party plugins.
The TOS of these websites may call for disclosing this information to advertisers.
Microsoft does something similar with various opt out features the user gets intimidated by.

What I meant was a stand alone program that isn't really a plugin, like a popup generator with "create your own text" instead of advertising. (has tabs, buttons, and dropdown menu options).
